TDLR Amends Rules Pathway to Residential Wireman License

Adoption of Rules for Residential Wireman Licensure Program

The Texas Commission of Licensing and Regulation recently adopted rules designed to implement HB 1391. These rules consist of amendments to existing rules in 16 Texas Administrative Code (TAC), Chapter 73, and the addition of new rules to that chapter. HB 1391 establishes a new path to a residential wireman license for students who complete a certain program through a Texas high school or institution of higher education. The bill further required TDLR to establish and adopt rules to put the new path to licensure into effect.

Content of the New Rules

A group of members of the Electrical Safety and Licensing Advisory Board, TDLR, and Texas State Technical College identified four courses approved by the State Board of Education (SBOE) as critical to becoming a residential wireman. All CTE courses must be taught by a department-licensed master electrician, journeyman electrician, or residential wireman. The chosen courses recognize the necessity of practical learning and hands-on instruction, combined with classroom instruction. As a result, at least 80% of the topics covered in two SBOE courses – Electrical Technology I and II – must be hands on instruction, including lab work.

Students also must require four hours of course credit as a practicum setting, working outside the classroom under the supervision of a licensed master electrician performing work on behalf of a licensed electrical contractor. At least 80% of practicum work must occur outside the classroom and may be paid or unpaid. The practicum work does not have to occur during school hours, but may occur after school, on weekends, or during the summer.

Furthermore, Career and technology education (CTE) programs such as the residential wireman program may not award course credit based on an examination.
