The Texas Executive Council of Physical Therapy and Occupational Therapy Examiners (Executive Council or ECPTOTE) provides administrative oversight over the Texas State Board of Physical Therapy (PT) Examiners and the Texas State Board of Occupational Therapy (OT) Examiners― the boards that license the state’s physical therapists and occupational therapists, respectively.
Under Texas state law, the Board of PT Examiners and the Board of OT Examiners retain their separate licensing functions while transferring their administrative, consumer protection, and statutory review functions to the Executive Council. ECPTOTE is the Texas agency charged with protecting the health, safety, and welfare of the people of Texas by supporting the two Boards.
Physical Therapy Licensure Compact
Pursuant to Texas Senate Bill 317, the Executive Council of Physical Therapy and Occupational Therapy Examiners adopted the Physical Therapy Licensure Compact (Compact or PTLC). Licensure under the PTLC in Texas is anticipated to begin soon.
The PTLC is an interstate licensure compact for physical therapy. It is an agreement between member states to improve access to physical therapy services for the public. It was launched by the Federation of State Boards of Physical Therapy. The purpose of the PTLC “is to increase consumer access to physical therapy services by reducing regulatory barriers to interstate mobility and cross-state practice.”
The Compact was officially enacted on April, 25, 2017. As of April 2, 2018, sixteen states have adopted the Compact, two are awaiting governor signature, and five more state legislatures are considering ratification of the Compact.
Texas joined the PTLC in June, 2017, and thereafter held its inaugural meeting of the PTLC. Currently the PT Compact Commission is working to establish the various systems necessary to issue Compact Privileges to Texas Physical Therapists.
Licensure under the Physical Therapy Licensure Compact in Texas is expected to become available sometime in the first half of 2018.
