The Texas Prescription Monitoring Program (PMP) collects and monitors prescription data for all Schedule II, III, IV, and V Controlled Substances dispensed by Texas pharmacies or to Texas residents from a pharmacy located in another state. The PMP is a cost-effective tool designed to help control misuse of controlled substances, to preventing drug diversion, and to generate and disseminate information regarding prescription trends.
Pharmacies licensed in Texas are required to report the dispensing of all controlled substances to the Texas PMP not later than the next business day after the prescription is filled. Beginning on March 1, 2020, Texas doctors, nurses, pharmacists, and other licensed health care professionals will be required to check a patient’s PMP prescription history prior to prescribing or dispensing opioids, benzodiazepines, barbiturates, or carisoprodol.
NarxCare and the Prescription Monitoring Program
NarxCare an advanced analytic and patient support tool that “will aggregate and analyze prescription information from providers and pharmacies and present visual, interactive information, as well as advanced analytic insights, machine learning risk scores and more to help physicians, pharmacists and care teams to provide better patient safety and outcomes up front, for every patient, every time.” It also supports patients’ needs by providing tools and resources and can connect patients to treatment, when appropriate.
NarxCare is a new feature of the PMP made possible following the 86th legislative session.
Texas House Bill 3284 created a six-month delay on the requirement for prescribers and pharmacists to check patients’ PMP history before dispensing or prescribing certain medications. The new mandate will come into effect on March 1, 2020. This delay is meant to allow time for the integration of the NarxCare tool. Because NarxCare helps prescribers and pharmacists analyze real-time controlled substance data and provides patient risk scores, it is an important tool to further the reasons for which prescribers and pharmacists will be required to check patients’ prescription history prior to prescribing or dispensing opioids, benzodiazepines, barbiturates, or carisoprodol.
The PMP and NarxCare are meant to help pharmacists and prescribers eliminate duplicate prescriptions or overprescribing of controlled substances, to obtain critical controlled substance history information, help identify risk factors, and improve patient safety.
