Created in 1977 by the Texas Legislature, the Sunset process questions the success of and the continued need for certain agencies that carry out the responsibilities of state government. The Sunset process gives an in-depth review of the state agency to determine if the functions are still relevant, if it is successfully carrying out its mission, and in what ways the agency could operate more efficiently. The Texas Sunset Act applies to about 140 agencies and other government entities, and roughly 20 to 30 of these agencies go through the Sunset process each two-year cycle.
As a result of the Sunset process, the Texas legislature can abolish an agency.
How Many Agencies Has the Texas Sunset Advisory Commission Abolished?
Since the Sunset’s process inception, the Texas legislature has abolished 85 agencies. Of these, 39 agencies were completely abolished and 46 were abolished with certain functions transferred to existing or newly created agencies.
The Texas Department of Licensing and Regulation (TDLR) is an agency that has taken over regulation of certain programs and professions that previously had their own independent licensing boards.
How Much Money has the Texas Sunset Process Saved?
Not only does the Sunset process focus on keeping regulatory agencies accountable, it also focuses on saving money, streamlining legislation, and clarifying regulations.
How much money has Sunset saved?
The Texas Sunset Advisory Commission estimates that between 1982 and 2017 there was a 35-year positive fiscal impact of approximately $981 million in savings and increased revenues. In that same time period, the Commission expended $46.4 million. The estimated net savings from 1982 to 2017 is $934.6 million. Based on these figures, every dollar expended on the Sunset process has earned Texas approximately $21 in return.
