Troy took the exciting opportunity to join the Bertolino LLP team in 2021. He aggressively protects license defense clients whose livelihoods and reputations are under attack by government regulators. Troy works to make sure clients are well-informed about their cases and the options they have available throughout the regulatory complaint process. He brings his considerable government experience as a former regulator to bear in zealously protecting his clients’ legal interests and achieving positive outcomes that protect their livelihood, professional reputation, and careers. Troy also advises clients proactively before complaints are ever received. He works with clients to assess and improve their compliance with state law and reduce the client’s risk profile. Troy focuses on helping clients achieve goals for their profession and business by avoiding regulatory problems so clients can focus their resources on running their business.
Troy is a 2004 graduate of Baylor Law School and obtained his undergraduate degree from Boston College in 2000. Troy is licensed to practice law in Texas with over 19 years of experience in fighting to protect his clients’ interests. He brings over 16 years of experience and insight as a government regulator responsible for administrative law, litigation, ethics, and open government issues. In addition to serving as a staff attorney, and deputy director, Troy spent over 5 years as the Director of Enforcement at the Texas Appraiser Licensing and Certification Board (an independent subdivision of the Texas Real Estate Commission). He also spent time in municipal government as a deputy city attorney in San Antonio where he managed a team of roughly two dozen attorneys addressing open government and ethics issues while representing various city departments in wide-ranging issues. Troy is a 2018 graduate of the Governor’s Executive Development Program (Class XXXVII) and he understands the typical thought processes government agencies and staff go through when handling professional license complaints and application matters.
Mr. Beaulieu has litigated and resolved a wide variety of regulatory matters before the State Office of Administrative Hearings, with a particular focus on cases involving allegations of gross negligence, serious ethical violations, and fraud. Much of that work was as a regulator addressing real estate appraisal regulatory complaints. During his time as a regulator, many of these cases involved parallel regulatory, civil, and criminal proceedings where Troy worked collaboratively with other state and federal agencies and law enforcement to address mortgage fraud in the wake of the 2008 financial crisis. He has also litigated a variety of matters in civil and appellate courts, including breach of contract, deceptive trade practices, consumer protection related claims, breach of warranty, intentional torts, negligence, declaratory and injunctive relief claims, defamation, and suits involving trade secrets, trademark infringement and breach of fiduciary duty.
In his spare time, he enjoys reading about American history, cooking, traveling, and spending time with his wife and two children.
